The Trump administration will undoubtedly appeal, possibly all the way to the Supreme Court. But for now, millions of people across the country will not have to make hard choices about how to feed themselves and their families. Several states that had already declared emergencies to tackle the impending crisis will have at least some temporary relief.

I would expect the opposite. Typically courts will maintain the status quo while an appeal is ongoing, and here the status quo is that food stamps are working.

Except that the bureaucrats actually moving the money are still under Trump’s control, and are perfectly capable of slow-walking the implementation of the judge’s order, if not ignoring it entirely.

The judge’s order says that the money is supposed to go out. In the current atmosphere of unchecked corruption and tyranny, that is far from a guarantee that it actually will.
