The EU is what it is because it requires constant dialogue. Majorities need to be reached, negotiations are long and compromises are hard to achieve.
Figures of “leadership” undermine all of this.
The slowness and the discussions are part of what makes it good. Sure, things take ages, but decisions kneaded by many hands are more likely to be sound than ones rashly pushed through by a few.
Perhaps most important of all: a system where cases and decisions have to pass through multiple authorities makes life much harder for lobbyists and corruption.

That ignores… literally everything about how the EU actually functions. The EU has a few good decisions under its belt, but for the most part the it’s absolutely controlled by lobbyists, and the decisions “kneaded by many hands” tend to be produce weakness when decisive action is needed (see: Ukraine).
