    It’s definitely an oligarchy, but “lawless” hasn’t been my impression of China, at least not any more than any capitalist country.

      My meaning was, if you’re part of the apparatchik the law doesn’t apply to you much like i. e. the US with money keeping you from having to comply with the law.
