Diplomats should not be using windows. But i would not be surprised if most of them uploads sensetive documents to microsoft one drive. I’ve seen similar carelessness out there.
Seeing as this was a targeted attack and entered the system via phishing, if they all moved to something else, the payload would be written for that something else
