I would assume he would get impeached for it as that is how you punish a president for acting illegally. Unfortunately there are those pesky republican collaborators in congress.
The judge might tut tut at him or he’ll get a sternly worded letter, but I don’t really see him suffering consequences for this (though I would really like to be wrong!)
Him? No. But I think this opens up avenues for civil suits which the settlements from are then paid by the government which is funded by the taxpayers… fuck.

State governors will have another thing to point to (besides the obvious) to try and block him next time he does it.
