It looks like they were caught doing surveillance. If you just pass by them you wouldn’t notice anything wrong. But if the lady observed them for long enough what she saw was three people in law enforcement-looking attire, awkwardly hanging together in one spot doing nothing other than looking around the and taking notes or communicating with someone, periodically moving together to another spot close by for no apparent reason to do the same. It becomes very obvious if you can observe then for a bit.

Ya, I had the same thought but their reaction does scream “guilty”. Definitely some type of law enforcement or investigators, but not necessarily ICE.
Imagine you’re investigating an actual crime and keep getting called out as ICE lol. I wouldn’t risk my investigation just because someone keeps asking either so it’s hard to say.

Is there some rule that they can’t legally lie if they’re asked directly if they’re ICE? That might be why they just chose not to say anything.
I’ve been in a similar situation where I had a guy come to the restaurant I was working at and sit without ordering or asking for anything and just generally being sketchy pants. After I approached him a couple times, he did identify himself (quietly) as a cop doing surveillance on someone across the street.
Nope, that’s a myth, they are allowed to lie about a lot of stuff.
