Is there some rule that they can’t legally lie if they’re asked directly if they’re ICE? That might be why they just chose not to say anything.
I’ve been in a similar situation where I had a guy come to the restaurant I was working at and sit without ordering or asking for anything and just generally being sketchy pants. After I approached him a couple times, he did identify himself (quietly) as a cop doing surveillance on someone across the street.

Nope, that’s a myth, they are allowed to lie about a lot of stuff.
