I think it’s not a distribution really, more of a set of layers on top of a distribution. Like a blueprint for how to setup a distribution for government use in a standardised way. Or sth like that, I didn’t really understand it completely.

It’s a PayPal alternative, but developed in tandem with most European banks. That way, it will at some point also be used as backend for your normal debit and credit card payments, instead of VISA / MasterCard. If I remember correctly.

Nah, they’re serious about it. Note that it’s just one of the 16 German federal states. The other 15 sadly don’t have the necessary courage or integrity to make the switch.
The problem is that they can’t or won’t tell the users which data from what parts of the program they sell to whom for what purpose. Instead, they just make you give up all the rights to all your data in a blanket statement. (I think they did adjust the TOS a little bit, but it’s still far from good)
