The plot of instance admins to hide the fact that they were asked to post that would be a conspiracy. Yes, it would be reasonable for devs to ask them that. And it would be reasonable for admins to mention that in their posts.

Also, lemmy.world and sh.itjust.works is not “all over lemmy”. They have full support on .ml and hexbear and significant support on .ee.

Where, once again, there are no proofs of such actions. And I do not believe that major instance admins would participate in such conspiracy to hide the fact that they are posting this under request and not on their free will.

The only option I see is that someone else would offer them his instance (which has to be rather popular) for test purposes. But that would not do anything to .ml because then they would just pay for .ml from their pocket (which against comes from development funding).

And denying lemmy development funding would do nothing to .ml because .ml running costs are too small. So it would just continue to work on the latest version with developers hotfixing things only for their instance as they break.
