Could someone remind me the difference between a vaccine and treatment. For some reason I thought a vaccine was a preventative measure to keep from getting something - but this seems to be described as a treatment for when you’re diagnosed?

Around a quarter of the way through HL3 you’ll be left with cliffhanger and ending screen telling you it will be continued in episode 2.

(I haven’t been paying attention to news.)

But if power is out I could see some traffic lights eventually failing to work, at which point I might guess the driver/organization sees it as a liability to continue the routes. So, I don’t know if the payment system would be the limitation.
