Is it a loop hole, is it a trade rule, we’ll never find out. What’s certain is:

Oh man, to read something like this from an Oxford publication is disheartening.
This anti intellectual approach can be witnessed all over this piece:

Does this really mean anything? These 100 Billion will be scraped together from a) an already existing fund, b) prospective funds from member states, c) prospective income from carbon taxation and d) private funding.
Also they want to spend 500 Billion for defense and it’s even less clear where that money will come from.

How are we going to do this?
For example, what is Europe supposed to do if it doesn’t have as much rare earths in their territory as they would like to refine? And at the same time not become too (whenever that threshold is reached) dependant on someone who has?

There is nothing in the article that supports its headline’s claim. Not a word about Russia building up its forces and combat capabilities. Let alone for a NATO confrontation.
Nice try. The Uk did that like a week ago.
