As far as I am aware the accounts for other servers were never centralised it was just part of the federation. If you search for a user the lookup queries your server then matrix or other servers it knows of. Unless thats just user search and not identity initially.

Yunohost is a couple of clicks and done. The only problem is you need subdomains to put the apps on so you need to know a little about DNS.

I think the question is why. You have librapay or open collective. I think the requirements for finncial services put too big a burden on doing it and there are already established solutions for it.
