Personally I would allow pouring out oil to not break invis, but depending on the type of enemy, they might get perception checks to see if they can correlate oil pouring to mean someone must be pouring it for the players location. Although if they would throw the oil at something it would be like making a throwing attack with an improvised weapon.
Using the tinderbox I’d rule as attacking the oil in order to cause fire.
I feel like those moves equate to item interaction for pouring the oil right where they are, but deliberately lighting something on fire with a tool requires both more focus, intent and deliberate action.

Another aspect that plays into deciding the level of pay for elected officials, is to also reduce the appeal of bribes/corruption. Obviously there should/need to be laws to prevent that as well, but some people will always skirt og break the rules if there is a large enough gain.

From what I understand, freight trains in the US are also paid in terms of tonnage per train. This incentivises slapping on as many carts with product as possible, even as speed suffers under the strain of all that weight. Considering that all single tracks require meeting trains to stop and wait for these super long, super slow freight trains, passenger traffic get a lot of increased travel time.
