Why? Almost all large constructions with local impact has some NIMBY movement. In addition, all these datacenters are ultimately backed by the Epstein-class with the end game to replace you. Action on the national level may be lost, but on the local level things can still be done.

Military personnel are people too. Regular people. And most of the stuff the do is boring and uninteresting to adversaries. Putting too hard restrictions would just lower morale and risk future recruiting.

Especially since the POI on planets aren’t even persistent. If you land at the same location several times, there will be different POI showing on the radar. All random, except for the ones possible to scan from space.
It is a good game. This update seems like missing pieces that should have been there from the start.
All parts of the game are however not great. There are a lot of concepts that are not sufficient finished or that doesn’t tie in well with the rest of the experience IMO. You have to pick the pieces that are good to have a good time. Especially the main side-questlines are good. Main story is OK. Other elements are hit and miss.
