Based on the reminder text, it seems like you create a Jace token that’s nonlegendary, has no mana value, and has the name “Jace Token”. It being nonlegendary means it can be copied without considering the legend rule, but it also has no starting loyalty so I’m not sure if that can really be abused.

What I find more interesting is that you put the counters on “a Jace Token”, not necessarily one created by another effect like this. There are two “actual” Jaces that can create token copies of themselves…and there are many ways to get token copies of the other Jaces. It doesn’t sound very competitive, but potentially fun.
Best I could come up with directly from the command zone was Sin, Spira’s Punishment. Then pump the deck full of self mill, all the Jaces and empower Jace cards. At that point it’s just a proliferate deck with extra steps though.
The initial idea of making use of the Jace token we get from empower Jace N not being legendary could be very silly with Brudiclad if we can get some Loyalty counters onto them ahead of time (but what token ISN’T silly with Brudiclad).
