Communism is an economic and political ideology of “workers owning the rights and means to productions” as opposed to investors and upper management not specifically beholden to those workers, so yes publicly owned services and also cooperatives are “communism”.
That’s not to say that communism is in any way a solution to the problems of greed or corruption, though, because centralized authorities managing those public goods and services can be as bad or even worse than a monopoly.
My stance is plainly that communism or capitalism is a pointless discussion to even have on the topics of inequality, civil rights, or wealth concentration because it makes no difference compared to the discussion of democracy vs antidemocratic ideologies like fascism or tankies.

I don’t think communism by bare definition leads there but certainly “dismantling capitalism” doesn’t have a good track record.
When has communism not lead there though?
By bare definition a lot of things are communism, like public roads and libraries, public housing, public insulin production, etc.
But most people on here use the word to describe west v east divide and not what the word means.
