Insuring the inevitable isn’t risk management, its foolish. Don’t build in flood plains. The 1000 year flood is the new 100 year flood, so be sure to buy some good hip waders.

Why wouldn’t I build in a flood plain? You said that you think the government should reward people who build in flood plains by buying their house. How is that going to make people less likely to build in a flood plain.
No one who has ever had a property expropriated ever called it being rewarded.
