I seem to remember Trump just declaring things a national emergency (like with drug-smuggling across the border with either Canada or Mexico), and Congress having less than zero authority to ever challenge the tariffs after that. Like, Donald Trump definitely declared Canadian lumber a national security threat, and when Trudeau questioned Trump about Canada being a threat, Trump replied with “didn’t you guys burn down the White House”
